Registering your address — the 14-day rule.

Anmeldung is the foundation document of life in Germany. Every bank account, every residence-permit conversion, every employer payroll registration depends on the stamped sheet you walk out of the Bürgeramt with. This chapter is the exact procedure under the Bundesmeldegesetz, with the legal source under each step.

Section 01

The 14-day rule — what the law actually says

§17, §27, §54 BMG

Under §17 Abs. 1 Bundesmeldegesetz (BMG), every person who moves into a dwelling in Germany must register at the local Meldebehörde within two weeks. The clock starts on the day you take possession of the residence — not the day you arrive in Germany. The rule applies to anyone staying longer than three months under §27 BMG.

Missing the deadline is an administrative offence under §54 Abs. 2 Nr. 1 BMG. The maximum statutory fine is €1,000. In practice, fines are rare for first-time arrivals who book the next available Termin in good faith — the real penalty is procedural: without an Anmeldebestätigung you cannot open a bank account, sign most contracts, or renew your residence permit.

Section 02

Wohnungsgeberbestätigung — the landlord form you cannot skip

The Wohnungsgeberbestätigung is a one-page declaration the landlord (Wohnungsgeber) must provide within two weeks of move-in, under §19 Abs. 1 BMG. Without this signed sheet the Bürgeramt will turn you away. The landlord can be the property owner, a main tenant who sub-lets, or a dorm administrator.

The form must contain: full name and address of the Wohnungsgeber, names of all incoming residents, the dwelling address, the move-in date, and the landlord's signature. Berlin and most cities publish a standard template; any equivalent declaration is legally valid. If a landlord refuses, §19 Abs. 5 BMG gives you the right to file a complaint at the Meldebehörde, which then writes to the landlord directly.

Section 03

Documents to bring to the Bürgeramt

The Bürgeramt checks original documents on the spot. Bring:

  • Pakistani passport with a valid Schengen / national-D visa.
  • Wohnungsgeberbestätigung — original, signed.
  • Rental contract (Mietvertrag) — not legally required for Anmeldung, but several Berlin Bürgerämter ask for it.
  • For joint registration with a spouse: marriage certificate, apostilled by the Ministry of Foreign Affairs Islamabad and translated by a sworn translator (vereidigter Übersetzer).
  • For children: NADRA-issued birth certificate, apostilled and translated.
  • Completed Anmeldung form — most Bürgerämter let you download and fill it ahead of time (Anmeldung bei einer Meldebehörde).

Section 04

Booking the Termin — the real wait time

Every Bürgeramt requires an online appointment (Termin) in advance. The Berlin portal is service.berlin.de. Munich uses terminvereinbarung.muenchen.de; Hamburg uses gateway.hamburg.de; Frankfurt uses termine-reservieren.de.

Realistic Berlin wait times in 2026 are 4 to 10 weeks for an Anmeldung Termin. New slots open at staggered hours (typically 07:00, 13:00 and just after midnight) as cancellations release. Booking the first slot in any Bezirk is allowed — your registered address does not have to be in the same district as the Bürgeramt where you book.

Reselling Termine for money is illegal under §134 BGB and is being prosecuted by the Berlin Senate. Free open-source notifier bots (such as those listed by codeforberlin.org) are legal and frequently used.

Section 05

The Anmeldebestätigung — your foundation document

At the end of the 15-minute appointment, the clerk prints and stamps a single sheet — the Anmeldebestätigung. It contains your full name, registered address, move-in date, the Bürgeramt that issued it, and a signature plus stamp. This is the document that unlocks everything else: bank account opening, employer payroll registration, residence-permit renewal at the Ausländerbehörde, mobile-phone contracts, internet contracts.

Treat the paper carefully. Many bureaucracies still demand the original or a freshly notarised copy — emailed scans are increasingly accepted (via BundID / Elster) but coverage is patchy. The federal BundID portal aims to make this digital nationwide by 2028 under the OZG (Onlinezugangsgesetz).

Section 06

Steuer-ID — auto-issued by post after Anmeldung

Two to six weeks after the Anmeldung is processed, the Bundeszentralamt für Steuern (BZSt) automatically sends a letter containing your Steuer-Identifikationsnummer — an 11-digit number assigned for life under §139b Abgabenordnung. You do not apply for it; the Bürgeramt forwards your details to the BZSt as part of the Anmeldung process.

The Steuer-ID is required for any employer to register you in payroll. Starting work without it means the employer taxes you under Steuerklasse VI — the highest withholding rate — until you provide it. If three weeks pass without the letter, request a re-issue at any Finanzamt with your Anmeldebestätigung and passport, or use the online form on bzst.de.

Section 07

Ummeldung — moving within Germany

§17, §27 BMG

Every subsequent address change inside Germany also triggers a 14-day Anmeldung deadline under §17 BMG. The procedure is identical: book a Bürgeramt Termin at the city you are moving to, present a new Wohnungsgeberbestätigung from the new landlord and your passport. The Bürgeramt notifies the previous Meldebehörde automatically — you do not need a separate Abmeldung.

Abmeldung (formal de-registration) is only required if you leave Germany entirely. The deadline is one week before departure. Without an Abmeldebestätigung you remain liable for the GEZ-Rundfunkbeitrag and German income tax.

Section 08

Special cases — hotels, dorms, sub-lets

§28 BMG · German tenancy law

Hotels and short-stay apartments over three months count as a regular residence under §28 BMG and need an Anmeldung. Most hotels refuse to issue the Wohnungsgeberbestätigung; the standard fix is to find a private temporary apartment (Wunderflats, HousingAnywhere) whose host will sign.

Student dorms (Studentenwohnheim) administered by Studentenwerke or private operators always issue a standard Wohnungsgeberbestätigung. For Hauptstadt and some Berlin dorms it is bundled with the rental contract.

Sub-letters (Untermieter) need the main tenant to act as Wohnungsgeber. The main tenant must in turn have written permission from the landlord (Untervermietungserlaubnis) — without it, the sub-let is illegal and the Bürgeramt may decline.
