The 14-day rule — what the law actually says
Under §17 Abs. 1 Bundesmeldegesetz (BMG), every person who moves into a dwelling in Germany must register at the local Meldebehörde within two weeks. The clock starts on the day you take possession of the residence — not the day you arrive in Germany. The rule applies to anyone staying longer than three months under §27 BMG.
Missing the deadline is an administrative offence under §54 Abs. 2 Nr. 1 BMG. The maximum statutory fine is €1,000. In practice, fines are rare for first-time arrivals who book the next available Termin in good faith — the real penalty is procedural: without an Anmeldebestätigung you cannot open a bank account, sign most contracts, or renew your residence permit.
