Paid vocational training, end to end.

Ausbildung is the shortest paid pathway from Pakistan to permanent residence in Germany. Three years of training, a federal qualification, and a Niederlassungserlaubnis two years after that. Every paragraph below is grounded in the Berufsbildungsgesetz, the §16a AufenthG visa law, or the federal placement service (ZAV).

Section 01

What Ausbildung actually is

BBiG · IHK · Directive 2005/36/EC

Ausbildung is structured, paid vocational training regulated by the Berufsbildungsgesetz (BBiG). It comes in two forms:

  • Duale Ausbildung — 3 to 3.5 years, split between an employer (3–4 days per week, paid) and a Berufsschule (1–2 days, classroom). Covers most trades, IT, mechatronics, hospitality, retail.
  • Schulische Ausbildung — full-time vocational school, common in regulated health professions like Pflegefachkraft (nursing), Physiotherapie, MTLA (medical-technical laboratory assistant). Increasingly paid since the Pflegeberufereformgesetz of 2020.

At the end of the training period, you sit a federal exam administered by the Industrie- und Handelskammer (IHK) or Handwerkskammer (HWK). On passing, you receive a Gesellenbrief or IHK-Zertifikat — a federally recognised qualification valid across the EU under Directive 2005/36/EC on Mutual Recognition of Professional Qualifications.

Who qualifies — the Pakistani applicant profile

§16a AufenthG · ZAB / anabin

Under §16a AufenthG, the residence permit for vocational training is open to non-EU nationals who can show:

  • A signed Ausbildungsvertrag (training contract) with a registered German employer or vocational school.
  • Sufficient German language skills — usually B1 (Goethe-Zertifikat B1 / telc B1) for most contracts; A2 sometimes accepted with a written commitment to reach B1 within the probation year (Probezeit).
  • For nursing-specific routes, B2 plus a recognised pre-qualification or willingness to complete an Anpassungslehrgang (adaptation training).
  • Higher secondary education or equivalent. Pakistani Intermediate (FA / FSc / I.Com / A-Levels) is accepted at face value. Recognition of foreign credentials runs through the ZAB / anabin database.
  • Age — most contracts target candidates under 35; sectors with worker shortages (nursing, mechatronics) accept up to 40 or beyond.

Top sectors for Pakistani candidates in 2026

The sectors with the highest documented Pakistani placement rates today:

  • Pflegefachfrau / Pflegefachmann (nursing) — 3 years, schulische Ausbildung paid under TVöD-Pflege ≈ €1,340 per month in year 1. The Triple Win programme run by GIZ and ZAV places Pakistani candidates into vetted hospital networks free of charge.
  • Mechatroniker (industrial / automotive mechatronics) — 3.5 years at OEMs (Volkswagen, BMW, Bosch) and Mittelstand suppliers. Salary by collective agreement (IG Metall) €1,100–€1,350 first year, rising to ~€1,800 in year 3.
  • Fachinformatiker — IT specialist, two streams (Systemintegration or Anwendungsentwicklung), 3 years. Tarifvertrag pay €1,050–€1,250 year 1, often higher at large employers (SAP, Deutsche Telekom).
  • Hotelfachfrau / Hotelfachmann — hospitality, 3 years. Salary minimum BBiG: €682 year 1 / €806 year 2 / €921 year 3 (2024 federal minimum); branded chains pay above the floor.
  • Elektroniker für Betriebstechnik / für Geräte und Systeme — electrical, 3.5 years, strong placement at industrial and energy companies.
  • Kaufmann/-frau im Groß- und Außenhandel — wholesale and foreign trade, 3 years, useful for candidates with FA or B.Com from Pakistan and English-business background.

Section 04

Salary — what the law guarantees

BBiG §17 · TVöD-Pflege 2024

The Mindestausbildungsvergütung (BBiG §17 Abs. 2) sets the federal minimum salary an Ausbildung contract must pay. The 2024 floor:

  • Year 1: €682 / month (gross)
  • Year 2: €805
  • Year 3: €921
  • Year 4 (if applicable): €955

These minimums are recalculated each January based on the prior year's average Ausbildung salary. They are floors — almost every sectoral collective agreement (Tarifvertrag) pays 50–100% more. IG Metall, IG BCE, ver.di and the public-sector TVöD agreements typically yield €1,000–€1,400 in year 1.

Salary is paid net of income tax (Steuerklasse I for most Ausbildung) and social contributions (~20% combined). Public health insurance is mandatory and is split 50/50 with the employer.

Section 05

Application timeline — when to start and when to fly

The German Ausbildung year almost always starts on 1 August or 1 September. For a 1 September 2026 start, the realistic Pakistani timeline:

  • Sep 2025 – Feb 2026: build German skills to B1, identify target sector, prepare CV in the German Lebenslauf format.
  • Nov 2025 – Apr 2026: applications open. Apply through ZAV, the Triple Win programme, or direct via employer career pages. Interviews via video.
  • Mar – Jun 2026: contract signed. The employer files the Ausbildungsvertrag with the relevant Chamber (IHK / HWK) — this is mandatory for the visa.
  • Apr – Jul 2026: §16a visa application at the German Mission Islamabad. Typical processing 8–16 weeks plus 2–8 weeks of slot waiting.
  • Aug 2026: arrival, Anmeldung in Germany within 14 days under §17 BMG.
  • Sep 2026: start of Ausbildung at the employer, plus Berufsschule enrolment.

Section 06

The §16a Ausbildung visa — what the embassy expects

§16a, §30 AufenthG · German Mission Islamabad

§16a Abs. 1 AufenthG grants a residence permit to non-EU nationals participating in qualified vocational training. The Islamabad mission expects a complete file containing:

  • Signed Ausbildungsvertrag, stamped by the IHK or HWK.
  • Goethe-Zertifikat B1 (or telc, TestDaF, ÖSD equivalent). Some employers accept A2 with written commitment to B1 within the probation year.
  • Proof of foreign qualifications — at minimum higher-secondary (FA / FSc / A-Levels) attested and apostilled.
  • Financial proof — Ausbildung salary ≥ €1,015/month gross meets the financial requirement under §16a; no Sperrkonto needed. Below this threshold, a top-up (Sperrkonto, sponsor or scholarship) is required.
  • Health insurance proof (the employer enrols in GKV from day one).
  • Biometric photos in EU 35×45mm format, two recent.

Family reunion under §30 is restricted during Ausbildung: spouses are usually not permitted to join until the trainee converts to a Skilled Worker permit (§18a).

Section 07

Agent fraud — the rule of thumb

§296 SGB III · ZAV · Triple Win

Pakistani agencies routinely advertise “guaranteed Ausbildung placements” for fees of PKR 500,000 to PKR 4,000,000. Almost all of these are illegitimate. Two rules settle 95% of cases:

  • Legitimate German employers do not charge candidates. Training-contract placement fees are illegal under §296 SGB III in Germany.
  • ZAV — the federal placement service under the Bundesagentur für Arbeit — is free of charge to applicants. Programmes like Triple Win (GIZ + ZAV + Goethe-Institut) for nursing are government-vetted and contract-secured before you fly.

Agency contracts that demand upfront fees, withhold passports, or guarantee visa outcomes should be reported. The Pakistan Bureau of Emigration & Overseas Employment (BEOE) registers complaints; in Germany, the Federal Anti-Discrimination Agency and the IHK/HWK accept reports of unethical Ausbildung placement.

Section 08

After Ausbildung — what comes next legally

§18a, §18c AufenthG · StAG 2024

On successful completion of the Ausbildungsabschlussprüfung (IHK / HWK final exam), the residence permit can convert to a Skilled Worker permit (§18a AufenthG) — usually automatically if the employer continues employment. From that point:

  • Family reunion under §30 becomes available (spouse needs Goethe A1 unless exempt).
  • Niederlassungserlaubnis (permanent residence) after 2 further years of qualified employment under §18c Abs. 1 — the shortest PR track in German immigration law.
  • German citizenship eligibility after 5 years of legal residence in total under the revised Staatsangehörigkeitsgesetz (2024 reform), subject to B1 German, financial independence, and an integration test.

Most German Ausbildung employers retain trainees on a permanent contract (Übernahme) after the final exam — the labour-market gap is significant, especially in nursing, mechatronics and IT.
